Windows-style .ini file parser

As a first distinctive feature, it provides an easy access to the ordering of sections in the .ini file and to the order of settings within a section.

The second distinctive feature is access to section and setting documentation, i.e. to the comments preceeding a section or a setting.

However, this gem doesn't have support for writing an .ini file yet.
